That’s because those are the unhoused people the “community” complains about. They go out and keep doing the same things, only with a home base to return to. Or a home base to use as a trap house because the Office of Supportive Housing thinks that’s how “harm reduction” works.

But the supportive service contractors for the OSH don’t provide useful support in a way that doesn’t feel judgemental or intrusive, and leave the most self-destructive residents to do whatever they want to do. “We must respect their right to reject services” but they never made an honest attempt to offer useful services.

I place the blame for the problems with Housing First and permanent supportive housing squarely on the OSH. I’ve read their contract with Abode for the 20 units at Donner Lofts where I lived (in workforce housing with no Section 8) for over 8 years. It doesn’t have any meaningful criteria that Abode needs to satisfy to be in compliance. It doesn’t even specify minimum staffing levels. They’re just throwing tax dollars and grant funding at Abode (and other contractors) to be able to say they’re providing support. They don’t give a bleep whether or not the services make a difference in anyone’s lives.

I also find it sad that they want to compare themselves to what is happening to Latino immigrants who are just being swept off the streets for no other reason than they are brown. This has happened before years ago and I think I read close to one million Mexicans were just swept off the streets here in California. Many of the immigrants being taken are at their jobs working and trying to make a life for themselves. These advocates are the same ones who have had years to help the city and county work out a plan but did not. I hope they do not come before our city council and ask for money to fund their work. This work should come from the heart. Perhaps I would be less critical but Second Street Studios and other supportive housing have high crime rates and nobody wants to talk about this. I am requesting help from the city and county to make things better there because of the violence and perhaps these advocates should work with the mayor and county to help cleanup streets, parks and the problems associated with having so many unhoused in our city. I also wish Spotlight would limit the articles on their complaints because it is the same thing over and over again. No solutions just complaints.
